Un-profitable stylist

I have a part time, employed stylist, this member of staff was origionally full time, however dropped to part time after maternity leave and has been working on a part time basis for the last 3-4 years.

Over the last 6-12 months her clientelle has dropped massivley and she is currently costing the salon money, some weeks not even covering her hourly rate. I have just recently brought this to her attention, (informal chat one to one) and encouraged her to contact clients and promote herself better within the salon. (more retail sales, encouraging colours, keratin treatments etc)

I know this stylist is working outside of the salon and profiting quite nicely from her home visits, and i feel all we are doing now is keeping her in a steady empoyment so that she can claim relevant benifits.

She is a good stylist however she is not profitable enough, advice please on how i can boost her income to the buisiness or what would be the next step to take, to ensure that we are following all correct procedure in a possible dismissal, so as to avoid legal disputes and a sour ending to a emplyer-employee relationship.
